Synopsis
cast 'ice storm' [<victim>]
Description
This spell allows the caster to temporarily slow down the movement of the molecules in the air, causing small, localized storm clouds that occasionally spit out freezing shards of ice and cranium- damaging hailstones. Because of the extreme drop in temperature, there is a chance that the storm may freeze and shatter items left unprotected in the area. The spell can also disrupt 'momentary darkness' effects, both during casting and after.
While the spell will always affect NPCs (unless cast by an NPC), players will only be affected in playerkilling areas.
